Sinteza ședinței plenare a Parlamentului din data de 9 aprilie 2026

• Sancțiuni mai dure pentru comercializarea drogurilor și promovarea online a substanțelor interzise.
• Votat în prima lectură: termenul de privatizare va fi extins până în 2029, iar buteliile de gaz vor fi interzise în blocuri.
• Un singur intermediar între producătorul primar și consumatorul final. Parlamentul a adoptat proiectul de lege privind lanțurile scurte de aprovizionare.
• Mecanismul de amalgamare voluntară a unităților administrativ-teritoriale va fi îmbunătățit. Proiectul, votat în prima lectură.
• Datele personale de pe bonurile de plată eliberate de persoanele fizice cu activitate independentă vor fi înlocuite cu un cod fiscal unic.
• Cadrul normativ privind topografiile produselor semiconductoare, aliniat la standardele Uniunii Europene.
• Modificări legislative în domeniul mediului pentru consolidarea instituțiilor, gestionarea resurselor naturale și alinierea la standardele UE.
• Proceduri mai eficiente de dotare a autorităților din subordinea MAI, votate de Parlament.
• Republica Moldova nu va aplica taxa vamală la importul mai multor produse din SUA. Documentul a fost votat în prima lectură de Parlament.
• Alina Cebotariov este noua președintă a Consiliului Concurenței.
• A fost aprobat în prima lectură un proiect de lege care prevede ajustarea cadrului normativ privind produsele fitosanitare. Documentul propune instituirea unor termene de derogare pentru omologarea (autorizarea) produselor fitosanitare. Astfel, agenții economici vor putea solicita omologarea produselor fitosanitare conform procedurii vechi până la 31 martie 2027, iar reomologarea – până la 31 decembrie 2027. De asemenea, se propune ca produsele fitosanitare etichetate conform regulilor vechi să poată fi comercializate doar până la intrarea în vigoare a noului Regulament privind clasificarea, etichetarea și ambalarea.
• Legislativul a modificat componența nominală a comisiilor permanente și a delegațiilor Parlamentului Republicii Moldova la organizațiile parlamentare internaționale și la organizațiile parlamentare bilaterale. Astfel, deputata Silvia Bondarenco va activa în cadrul Comisiei pentru cultură, educație, cercetare, tineret, sport şi mass-media și va fi membră a delegației Parlamentului Republicii Moldova la Adunarea Parlamentară a Francofoniei.

Итоги пленарного заседания Парламента от 9 апреля 2026 года

• Ужесточение санкций за продажу наркотиков и онлайн-пропаганду запрещённых веществ.
• Принято в первом чтении: срок приватизации будет продлён до 2029 года, а использование газовых баллонов в многоквартирных домах будет запрещенo.
• Только один посредник между первичным производителем и конечным потребителем. Парламент принял законопроект о коротких цепочках поставок.
• Механизм добровольного объединения административно-территориальных единиц будет усовершенствован. Законопроект принят в первом чтении.
• Персональные данные на платёжных чеках, выдаваемых физическими лицами, осуществляющими независимую деятельность, будут заменены единым фискальным кодом.
• Нормативная база в области топографий полупроводниковых изделий приведена в соответствие со стандартами Европейского союза.
• Законодательные изменения в области охраны окружающей среды для укрепления институтов, управления природными ресурсами и приведения в соответствие со стандартами ЕС.
• Парламент принял более эффективные процедуры обеспечения органов, подчинённых МВД.
• Республика Молдова не будет применять таможенные пошлины на импорт ряда товаров из США. Документ был принят Парламентом в первом чтении.
• Алина Чеботарева назначена новой председательницей Совета по конкуренции.
• Парламент одобрил в первом чтении законопроект, предусматривающий корректировку нормативной базы в сфере фитосанитарных средств. Документ предлагает установление сроков переходного периода для авторизации фитосанитарных средств. Таким образом, хозяйствующие субъекты смогут подавать заявки на авторизацию фитосанитарных средств по старой процедуре до 31 марта 2027 года, а повторная авторизация – до 31 декабря 2027 года. Также предлагается, чтобы фитосанитарные средства, маркированные по старым правилам, могли реализовываться только до вступления в силу нового Регламента по классификации, маркировке и упаковке.
• Законодательный орган изменил состав постоянных комиссий и делегаций Парламента Республики Молдова в международных парламентских организациях и в двусторонних парламентских организациях. Таким образом, депутат Сильвия Бондаренко будет работать в составе Комиссии по культуре, образованию, науке, делам молодёжи, спорту и СМИ и станет членом делегации Парламента Республики Молдова в Парламентской ассамблее Франкофонии.

Summary of the plenary sitting of the Parliament held on April 9, 2026

• Stricter penalties for drug trafficking and the online promotion of prohibited substances.
• It was voted in the first reading: the privatization deadline will be extended until 2029 and gas bottles will be forbidden in residential buildings.
• Only one intermediary between the primary producer and the final consumer: The Parliament adopted the bill on short supply chains.
• The mechanism for the voluntary amalgamation of administrative-territorial units will be improved. The draft law was approved in the first reading.
• Personal data on payment receipts issued by self-employed individuals will be replaced with a unique tax code.
• The regulatory framework on topographies of semiconductor products was aligned with European Union standards.
• Legislative amendments in the field of environmental protection for strengthening institutions, managing natural resources and aligning with EU standards.
• More efficient procedures for equipping authorities subordinated to the Ministry of Internal Affairs were approved by Parliament.
• The Republic of Moldova will not impose customs duties on imports of several products from the United States. The bill passed its first reading in Parliament.
• Alina Cebotariov is the new President of the Competition Council.
• The Parliament has approved, in the first reading, a draft law aimed at adjusting the regulatory framework on plant protection products. The document proposes the establishment of transitional deadlines for the authorisation of plant protection products. Thus, economic operators will be able to apply for the approval of plant protection products under the previous procedure until 31 March 2027, while re-authorisation will be allowed until December 31, 2027. It also proposes that plant protection products labelled under the previous rules may be placed on the market only until the entry into force of the new Regulation on classification, labelling and packaging.
• The Parliament changed the membership of the standing committees and the delegations of the Parliament of the Republic of Moldova to international and bilateral parliamentary organizations. Thus, MP Silvia Bondarenco will serve on the Committee on Culture, Education, Research, Youth, Sports, and Media and will be a member of the Moldovan Parliament’s delegation to the Parliamentary Assembly of La Francophonie.
