Sinteza ședinței plenare a Parlamentului din data de 20 martie 2026

• Parlamentul a adoptat o Declarație de condamnare a acțiunilor Federației Ruse care au provocat contaminarea fluviului Nistru.
• Audieri parlamentare cu privire la situația poluării râului Nistru și impactul asupra mediului și sănătății populației.
• Parlamentul a ratificat Acordul cu Ucraina privind repatrierea copiilor neînsoțiți și celor rămași fără ocrotire părintească.
• Lanțurile scurte de aprovizionare vor susține producția locală: proiect votat în prima lectură.
• Votat în prima lectură: Parlamentul a susținut retragerea definitivă a Republicii Moldova din organele statutare ale Comunității Statelor Independente.
• Republica Moldova se va integra în sistemul juridic internațional maritim. Proiectul, votat în prima lectură.  
• Serviciul de Protecție și Pază de Stat va putea adera la Rețeaua Europeană de Protecție a Personalităților. 
• Modificări legislative privind costurile expertizelor judiciare, adoptate în lectura a doua.
• Parlamentul a aprobat în prima lectură proiectul de lege privind modul de asigurare tehnico-materială și alte aspecte de activitate ale unor autorități administrative din subordinea Ministerului Afacerilor Interne. Documentul prevede că  normele de asigurare tehnico-materială vor fi stabilite de către ministrul Afacerilor Interne, la propunerea șefului Inspectoratului General al Poliției. Excepție vor face normelor de asigurare cu uniformă, echipament și mijloace speciale, arme de foc şi muniții aferente, care se  vor stabili de către Guvern.
• Parlamentul a ratificat Protocolul de amendare a Convenției pentru protecția persoanelor referitor la prelucrarea automatizată a datelor cu caracter personal. Modificările vizează modernizarea cadrului stabilit de Convenție în contextul noilor provocări în materie de confidențialitate, generate de utilizarea tot mai extinsă a tehnologiilor informaționale şi de comunicare, de globalizarea operațiunilor de prelucrare, precum şi de intensificarea fluxurilor de date cu caracter personal.

Итоги пленарного заседания Парламента от 20 марта 2026 года

• Парламент принял Декларацию, осуждающую действия Российской Федерации, приведшие к загрязнению реки Днестр.
• Парламентские слушания по ситуации с загрязнением реки Днестр и его влиянию на окружающую среду и здоровье населения.
• Парламент ратифицировал Соглашение с Украиной о репатриации несопровождаемых детей и детей, оставшихся без родительской опеки.
• Короткие цепочки поставок будут поддерживать местное производство: проект принят в первом чтении.
• Принято в первом чтении: Парламент поддержал окончательный выход Республики Молдова из статутных органов Содружества Независимых Государств.
• Республика Молдова интегрируется в международную морскую правовую систему. Проект закона прошел первое чтение.
• Служба государственной охраны и защиты сможет присоединиться к Европейской сети по защите высокопоставленных лиц.  
• Законодательные изменения, касающиеся стоимости судебных экспертиз, приняты во втором чтении.
• Парламент принял в первом чтении законопроект о порядке материально-технического обеспечения и других аспектах деятельности некоторых административных органов, подведомственных Министерству Внутренних Дел. Документ предусматривает, что нормы материально-технического обеспечения будут устанавливаться министром внутренних дел по предложению начальника Генерального инспектората полиции. Исключение составят нормы обеспечения форменной одеждой, экипировкой и специальными средствами, огнестрельным оружием и соответствующими боеприпасами, которые будут устанавливаться Правительством.
• Парламент ратифицировал Протокол о внесении изменений в Конвенцию о защите физических лиц в связи с автоматизированной обработкой персональных данных. Изменения направлены на модернизацию рамок, установленных Конвенцией, в условиях новых вызовов в сфере конфиденциальности, обусловленных всё более широким использованием информационно-коммуникационных технологий, глобализацией операций по обработке данных, а также усилением потоков персональных данных.

Summary of the plenary sitting of the Parliament held on March 20, 2026

• The Parliament adopted a Declaration condemning the actions of the Russian Federation that caused the contamination of the Dniester River.
• Parliamentary hearings on the situation of pollution of the Dniester River and its impact on the environment and public health.
• The Parliament ratified the Agreement with Ukraine on the repatriation of unaccompanied children and those who are deprived of parental care.
• Short supply chains will support local production: the bill was adopted in the first reading.
• Voted in the first reading: The Parliament supported the definitive withdrawal of the Republic of Moldova from the statutory bodies of the Commonwealth of Independent States.
• The Republic of Moldova will be integrated into the international maritime legal system. The bill was adopted in the first reading.
• The State Protection and Guard Service will be able to join the European Network for the Protection of Public Figures.
• Legislative amendments concerning the costs of judicial expert examinations were adopted in the second reading.
• The Parliament approved in the first reading, the draft law on the procedure for technical and material support and other aspects of the activity of certain administrative authorities subordinated to the Ministry of Internal Affairs. The document provides that the standards for technical and material support will be established by the Minister of Internal Affairs at the proposal of the Head of the General Police Inspectorate. Exceptions will apply to the standards for the provision of uniforms, equipment and special means, firearms and related ammunition which will be established by the Government.
• The Parliament ratified the Protocol amending the Convention for the protection of people on the automatic processing of personal data. The amendments aim to improve the framework established by the Convention in the context of new confidentiality challenges generated by the increased use of information and communication technologies, the globalization of data processing operations, as well as the intensification of personal data flows.
